Ancillary Services Agreement

A potential reliability must-run agreement can be entered into to address a reliability need identified in northwestern Ontario due to construction delays during the East-West transmission system extension The IESO calculates the economic dispatch for AGC units (“basis point”) as a function of a generator`s offer price relative to the Hourly Ontario Energy Price (HOEP). The shipment of base points respects the upper and lower limits of the operating area of the facility where it can provide AGC services and takes into account the ramp rate of the unit. The ASA allows landfill rights (for events such as a system failure event, a compensation event, a case of force majeure, a change in the law, an unforeseeable change) to be included in the corresponding rights under the provisions of the electricity reception contract, while granting them under the electricity reception contract. The additional services envisaged by ASA consist of: *Updated on 28 August 2018: the number of production units declared in 2016 under the RSVC agreements has been revised from 209 to 215 production units. This does not affect the financial amounts recorded in the 2016 publication. Dispute resolution procedures under a power purchase agreement and SAs are similar. All disputes under the ASA that relate to disputes under an electricity receiving contract must be related in the context of the related dispute under the electricity reception contract. Any unit with the required capacity must be able to provide ancillary services during commissioning and testing, although the seller is only entitled to payment from the date of commercial operation of the unit. The IESO enters into contracts for four additional services to ensure the reliable operation of the power supply system: certified black starter systems, a regulation service, a reactive support and voltage control service and must-run reliability. In order to provide ancillary services, the seller`s facility must be tested and certified in accordance with South African network codes and the ASA. The ongoing testing and monitoring procedures under the ASA are essential for the project. The consequences of failing a test are significant and include certification, withdrawal of performance certificates and payment of penalties.

The Ancillary Services Agreement (ASA) was presented in Note 4 of the Coal Baseload IPP Procurement (baseload RFP) programme. The ASA is concluded by Eskom, with each seller of electricity produced from coal-fired power plants being developed in parallel with a power purchase agreement with Eskom under the basic RFP. A seller pays penalties in case of decertification of a unit and withdrawal of the supplementary benefit certificate. Sentences are imposed monthly and degenerated until the unit is certified again, or for a maximum of 180 months. . . .
